Emergency access and evacuation

We are still coming to terms with the terrible natural and potentially man-made disasters that have struck Japan and one of the problems is finding missing people and working out their last known location.
One can imagine that fingerprint biometrics will have helped some organisations, businesses, schools and hospitals to locate where people were when the huge earthquake and tsunami waves stuck. We know they can produce valuable evacuation reports and pinpoint where exactly individuals were when an incident occurs.
Have they also helped in evacuation procedures and restricting access to areas threatened by explosion and contamination issues?
Nature has always made humble some of the most sophisticated and resilient technologies, but it also shows that we can use solutions like fingerprint biometrics and CCTV to protect human life and learn lessons from these tragedies. What are your views?
